Idea to solve the above sentences as follows;

Let's take the first sentence;

It's a complex sentence.

A complex sentence has one main clause and one subordinate clause.

People believe (Main Clause)

It has a subject and a verb 

That he is an honest man (Subordinate clause)

Now;

Begin the answer by taking the subject from the subordinate clause (i.e. He) & the verb also from the subordinate clause.

We get;

He is

Now take the 3 form of the verb from the main clause (believe = believed)

We get;

He is believed

Now add an infinitive: to be

We get;

He is believed to be 

Now finally add the object from the subordinate clause.

Here is the answer

He is believed to be an honest person.
